Question

I'm a Full fund Ph.D student with a 20000 non-taxable scholarship. Why do I have to pay Quebec 679$ ??

I also didn't have any other income. There is no reason that I have to pay 679$.
The funny thing is that in TurboTax the Federal side is ok but the Quebec side seems to have the misunderstanding!!!
