if I took the standard deduction.  do I still have to file the 1099 G if last year I did not work in the state of Rhode Island?

Yes, you need to report your 1099-G on your federal return.  If it is for a state tax refund, it won't be taxable if you took the standard deduction last year.  If it is for unemployment, you need to report it on your federal return and pay tax on it whether you worked in Rhode Island or not.
