1099 Income

I received $1400 of Nonemployee income (1099) from a company based in Washington. I did the work in Nevada but I live in Texas. Do I need to consider that as out of state income?

Yes, technically it is out of state income to you as a resident of Texas.  But, neither Washington State nor Nevada have a state income tax, so that income has "no place to go" at a state level.
