1099 MISC for royalty from a nonresident State

I have royalty income from West Virginia.  I live in North Carolina. I've entered my 1099 MISC just like I did last year which worked perfectly.  This year, it is assigning the royalty income to North Carolina, not West Virginia.  I've looked at my last year filing and I don't see how the allocation was made.  Line 17 on the 1099 MISC does show WV as it should.  Any thoughts?

According to the North Carolina Department of Revenue Individual Income Filing Requirements:
"Gross income means all income you received in the form of money, goods, property, and services that isn’t exempt from tax, including any income from sources outside North Carolina."

North Carolina doesn't share reciprocity with West Virginia, which means you may pay taxes on the royalty income in both states.
