Question

1099-R box 13 my state is AP turbotax says i cannot e-file until i enter a valid state how is AP not a valid state?

Do you mean AR, the 2-letter abbreviation for Arkansas?  Or AZ, perhaps, for Arizona?  There is no 2-letter state abbreviation of AP.
