1099 R withheld state tax but my state PA does not charge state tax. Where is this a credit on the state form? I don't want to get a credit for the withheld state tax. How is this done? Thanks!

I think you mean you received a pension distribution reported on a Form 1099-R and state income tax for Pennsylvania was withheld from your proceeds. If so, you will enter the state tax withheld and related information in lines 14 through 16 on your Form 1099-R entry in TurboTax. Once entered there, it will flow down to your Pennsylvania state tax return and it will be applied automatically to reduce your Pennsylvania income tax when you prepare that return. It will show on line 13 of form PA-40, the Pennsylvania Income Tax Return.
