I moved from New York to Virginia mid-year (2023) some of my retirement accounts 1099R's reflect the move while some because I didn't notify them in time only reflect both income and state taxes for New York.  Do I need to get an amended 1099R's that reflects the amount of income and Tax for each state?

No, you do not need amended Forms 1099-R.  You should enter them the way they are.   The amount of income you report for each state is the amount that you received while a resident of that state.  Your taxable state income is not determined by what is reported on the 1099-R.   Calculate the amounts received while living in each state and adjust the amounts as you go through the state tax returns.  As for taxes withheld, the amounts reported are the actual amounts paid to the states, but not the amount of tax you owe.  Based on your question, you likely overpaid New York and underpaid Virginia, which means you quite possibly will have to pay Virginia tax and be due a refund from New York when you file.
