2020 NJ Amended Electronic Filing Not Working

I needed to amend my 2020 state and federal filings due to a late 1099.  The amended fed tax was filed electronically but not the state.  When I try to file electronically it says no file available.  When I try the whole process over again, I get a screen saying You're Done! Print and Mail Your Returns and then below it says New as of August 2020 you may be eligible to electronically file your amended return. 

 

What is going on?  Is this a Turbo Tax issue?  Do I need to purchase another state tax filing?  Is this a New Jersey Treasury thing that requires paper filing?

    @rjs  is correct. You cannot e-file a NJ Tax Amendment. You'll need to mail it in. Per NJ Treasury, Division of TaxationCurrently, we only provide a paper option for filing an amended return

    The New Jersey Division of Taxation does not allow an amended return, Form NJ-1040X, to be filed electronically. All New Jersey amended returns have to be filed by mail.
