Am I subject to STATE taxes on 529 distributions if my child attends college in a different state (DE) than where I live (NJ)?

No, you don't have to file taxes to the state where your child attends school.  That is considered a 'temporary absence' from home.

Report your child's Education Expenses on your Federal and Resident State returns.
