Virginia form 760C Lines 7A-7D

Review error statement: "Annualized withholding must be less than or equal to actual withholding."

Have you viewed your withholdings and compared them to the annualized withholdings?

on VA state under Other Situations / Underpayment Penalties if you are going thru the questions prior to the annualization there is a question whether your withholding was withheld evenly thru the year and if you say No to that you can enter the amounts for different periods which shouldn't add up to be higher than the total (but seems it will let you do that), so maybe there is an issue with that.
