what does this mean: "A nonresident taxpayer who receives income from Alabama sources or for performing services within Alabama and who also had income while a resident of Alabama during the same tax year must file both the Alabama Nonresident Form 40NR and the Alabama Part-year resident Form 40."?

If you received Alabama source income as a nonresident (for example, for working in Alabama before you moved there) you have to file both a nonresident and the part year resident tax return.  The part year resident return will only have the income while you lived in Alabama.

but what if you moved to Alabama in 2017 to work for a new company and lived there for a few months of training, and then were transferred to Texas (still in 2017), but still working and being paid by the Alabama company...how do you split the income in the resident and non-resident returns if you only received one W2?
