I was living abroad and working for part of 2023 until i got cancer. after which i moved for the first time to California for treatment and with the intent to live indefinatley. I am unable to work due to my disease. I entered california september 2023 and never made any California based income.  Am i considered a part time resident for the year 2023 since from Jan to sept i was working and livng abroad? If so must i file state tax ? Not sure what to put for state tax since i had no money made in the state of california

You are a part-year resident of California in 2023.

If you had no income from California sources while a nonresident and no income at all while in California, then you owe no California taxes and aren't required to file a California tax return.
