Could I be consider a resident/partial-resident if I lived there for less than 30 days?

You file two part-year returns:  Maryland and Virginia.  Although your residence in Maryland was very brief, it was before you settled in Virginia and you had tax taken out to Maryland.  This will be the easiest and most accurate way to file your state returns for this year.  Next year, even if you were to work in Maryland while living in Virginia, you would only file a Virginia return because they are reciprocal states.  Please see this FAQ for more information:  https://ttlc.intuit.com/replies/4776822
