Question

Anyone attempting to file CA State return and it stating they haven’t finalized? Any additional information on this would be helpful

A state return cannot be accepted until the IRS has accepted your federal return.  The IRS will begin to accept/reject returns on January 23, so there is no rush to file your state return now.
