Maryland 2023 State and Local Tax Forms and Instructions, page 18, here states:
IRC SECTION 1341 REPAYMENT CREDIT
If you repaid an amount this year reported as income on a prior year federal tax return that was greater than $3,000, you may be eligible for an IRC Section 1341 repayment credit. For additional information, see Administrative Release 40.

To access the Repayment Credit in TurboTax Online, in the Maryland state income tax return, at the screen Your 2023 Maryland taxes are ready for us to check, select Credits.
At the screen Take a look at Maryland credits, select Start/Revisit to the right of Repayment Credit.
Enter the Repayment Credit amount at the screen Repayment Credit.
A claim of right repayment occurs when a taxpayer is required to repay income that they had reported and paid tax on in a previous tax year. The repayment must be of funds that, when received, the taxpayer had a reasonable belief he or she had unrestricted access to. There are two options. One is for an amount repaid of $3,000 or less. The second is for an amount repaid of more than $3,000.
To report either of the two options of the claim of right repayment in TurboTax Online, follow these steps.
Down the left side of the screen, select Federal.
Down the left side of the screen, select Deductions & Credits.
Scroll down to Other Deductions and Credits, and click the down arrow to the right.
Click Start / Revisit to the right of Other Deductible Expenses.
