Are Philadelphia NPT taxes deductible on Schedule C?

Although they are business income taxes, they are ordinary and necessary expenses of a business.

No.  The Philadelphia NPT would not be deductible on Schedule C since this is a tax based on Income.

    Is there any authority on this?  I have a CPA telling me Philadelphia NPT taxes are not deductible on Federal Schedule C because they're income taxes, but Philadelphia BIRT taxes are deductible on Federal Schedule C.
