Question

As an IL resident worked in KY, KY tax was wittheld. In filing the nonresident KY return, the local taxes WH are not being refunded. Shouldn't they be refunded?

If Form 42A809 was filed with employer local taxes would not have been wittheld originally, I believe.

No, Kentucky Occupational (Local) taxes are paid if you worked in the locality even if you are a nonresident.
