I have to file by mail this year due to reasons, but when attaching 1099-R forms to Maryland returns, if the tax withheld is 0.00 on the form but has state distribution has an amount, do I still need to send this copy in with my return? Federal tax was withheld but state wasn’t.

To be on the safe side, you should attach the 1099-R forms even if they don't include Maryland tax withheld.

Per the Maryland Form 502 Instructions (page 5 of PDF):

Attachments: Make sure to send all wage and tax statements such as W-2s, 1099s and K-1s. Ensure that the state tax withheld is readable on all forms. Ensure that the state income modifications and state tax credits are clearly shown on all K-1s.

Hi!

I heard from a turbo tax expert I do not have to attach them if they have nothing withheld. If I don’t include them will they send a notice for the requested forms?

That is true but you can always attach the forms to be on the safe side as RachelW33 mentioned above.  They typically will not request the form unless there are withholdings.  It doesn't hurt to include the 1099-R even if there are no withholdings.

Please see the excerpt below from the Maryland instructions for more details.
