CA Resident and Nonresident (safe harbor) Spouse

I am a CA resident, while my spouse has been working overseas since 2017 and claims nonresident status via safe harbor. Each year we have filed a CA 540 NR form, but this year Turbotax is filing the state return as Resident. How can we change this? Under My Info on the left, my spouse states that he is domiciled in a foreign country. He was only in CA 24 days in 2019 so he does not violate safe harbor rules. Why does TurboTax no longer recognize his nonresidency and allow us to file CA 540NR?

@cschwenk the rules have not changed (safe harbor and community property ) -- 540-NR is still valid and supported by TurboTax. Are you using on-line version or PC-windows version ? Have you crossed the income limitation to use the safeharbor ?
