Can I add renter credit on property tax credit for living in NJ?

Hi, I lived in NJ for whole 2024 and I rent an apartment, I see there's deduct on property tax credit if I am a renter. What's condition qualify this? I think I meet the rent fee for 18% of my income but not sure are there any other conditions? Like is there a upper limit on income can be qualified?

    The only income requirement is that you earn more than $10,000 ($20,000 if filing jointly) unless you are age 65 or older, blind or disabled. If you earn less than that, you can only get the credit or deduction if you are 65 years old or over, blind or disabled.
