Question

Can I do anything about a grant from the state of Oregon to pay for a new water well in a drought area. Is there anything I can do so it doesn't count as income.?

The grant was used in full to pay for the work done by the well driller and plumber.

A. No.  All income is taxable, unless specifically exempt in the law. If you got a 1099-G for this grant, the IRS will be expecting to see it on your tax return.
