State tax is part of your itemized deductions. The program moves taxes paid from your w2 and other forms. If you are itemizing, they are part of the $10,000 State and Local Taxes allowed for deduction on your federal.

See How does the Standard Deduction differ from itemizing deductions?

What kind of income was the state tax withheld from?  If it was on a W-2 in box 17, you were supposed to enter all of the boxes of your W-2 when you put your W-2 information into the federal return.  Then it flows to the state return.
