Yes, you can, but you will need to use the TurboTax Desktop download product, found at this link TurboTax 2017.

IF you used TurboTax to prepare your 2017federal return you can go back and prepare a state return for that tax year.  But if you did not use TT for your federal return for 2017, you cannot prepare a "stand alone" state return.  When you use TurboTax, the information flows from the federal to the state return, so you must prepare a federal return in order to prepare a state return.

 

At this time, a 2017 state return can only be filed by printing, signing and mailing it.  It cannot be e-filed.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s.  Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS and/or your state received the return.

 

If your 2017 federal return was not prepared using TT, you could get the forms from PA and prepare them by hand to mail in.  You will need your federal return for 2017 in front of you to refer to as you prepare the PA return.
