Can I file the 2019 CA state taxes I neglected to file with TurboTax?

A 2019 return cannot be e-filed. And...unless you prepared a 2019 federal return using TurboTax and can go back into your account and then download the desktop software to a full PC or Mac, you will not be able to prepare a 2019 state return.

You might be better off going to the state's tax site and getting the 2019 form to prepare by hand. You will need a copy of your federal return from 2019 to refer to for certain information.
