Can i use the federal id number as a state id number (maryland) in box 10b of 1099g form?

Yes.  You can use the Federal ID number in the state ID number box if necessary because you had state taxes withheld and you must fill in boxes 10a, 10b, and 11.  

 

If you did not have any state taxes withheld, then leave all the boxes blank.  This includes the dropdown box for the state name.
