Can't e-file my state return but was already charged. Will I be refunded?

I gave my credit card information and then clicked the final orange button to file both federal and state returns. That's when an issue with my state return popped up saying that I can't e-file my state return because my W-2 withholdings was slightly too high as a percentage of my wages. The message said that I can go ahead and e-file my federal return but can't e-file my state return unless I "correct" the W-2. But the W-2 is correct so I can't e-file the state return. The $15 state e-file fee ($25 minus the $10 credit for buying TT at Costco) was already charged to my credit card. How can I get my $15 fee refunded?
