Does TurboTax Home and Business file California Form 100? If not, is there a version that does?

No. You need Turbo Tax Business which is a separate program from Home & Business .

If you are doing a California 100 Corp return don't you need to do a Federal business return too? You can buy Turbo Tax Business here, https://turbotax.intuit.com/small-business-taxes/

Then after filing out the federal business return you will need to buy the California Business program separately.
