Can we skip filling in Illinois for our dependent who did not earn any income in Illinois.

Dependent is a student.  Taxes were filed in the State where income was earned as a non-resident.  Federal was also submitted.

If student is an IL resident file IL and take a credit for taxes paid to work state.

If your child lives away at school, that is considered to be a "temporary absence" and the child is still a resident of IL.   He already filed a non-resident return for the state he worked in, but should also file an IL return for the state he "lives" in--even though he lived away from home while at school.   IL will give credit for the tax paid to the other state.
