City Income Tax Refund Eligibility

I live in a township that has no city income tax. The company withheld city taxes for Toledo because that's where I worked. In Mar of 2020, the company initiated a work from home mandate to address Covid-19 concerns. Since that time, the company has abandoned the office in Toledo. Since I haven't worked in Toledo since Mar 2020, can I file for a refund of all city taxes paid from that point?

Yes. A nonresident of Toledo, Ohio can request a refund for any city income tax withheld while working outside the city. Nonresidents only pay Toledo tax on wages earned while working in Toledo.

The Toledo income tax form is not included in the TurboTax Ohio state package. You will fill out the form on the city website and print and mail it.

    1. Click on City of Toledo 2020 Individual Tax Return. Instructions are included after page 3.
    2. Fill in the form. To receive a refund, you must complete Worksheet NRR and Log of Days Worked Outside Toledo on page 3.
    3. Your employer will have to sign the bottom of page 3.
