colorado state return was adjusted down 800 was removed

what happened to my colorado state return . the state removed a 800 refund that i was supposed to get

    If you owe a past debt to an agency of the State of Colorado, the income tax refund or Property Tax/Rent/Heat Credit(PTC) Rebate could be intercepted to satisfy the debt. If the debt is smaller than the refund, the taxpayer will receive the difference.

    The Department of Revenue will send a letter explaining which agency initiated the intercept, the amount of the refund intercepted and whom to contact for further information.
