Consent to e-file your Virginia return- I am not receiving a box to check to consent

the system is not allowing me to transmit my returns, I get this message Your transmission didn't go through
We could not e-file your return for the following reason:
Our records indicate that you are not entitled to efile one or more formsets.

E-filing begins on Feb 12. You will need to review your return. States have been updating forms. You may have forms that have been updated or still need to be updated. The software should prevent you from filing forms that are not finalized. That message will let you go back through and update any forms that can be. You may even see your refunds change.

Tax forms are updated for the first few months each year.

Some states require the federal return be accepted before they will accept the state return. VA is not one of them. Va should be able to be filed.
