Could I efile state return?

Background - I am the CA resident and my husband is VA resident.  We have e-filed MFJ federal return and e-filed MFJ California state return.

Could my husband still e-file MFS Virginia state return via TurboTax?  This VA state return was based on the mock MFS federal return so we are not sure if it will allow him to do the e-file.  If only paper-file is allowed, does he need to include Federal return?  If so, MFJ 1004s or mock MFS 1004s to attach?  VA's Form 760 instruction doesn't ask to include Federal return, but TurboTax instruction to attach copy of federal schedules as appropriate??

Thank you!

State returns prepared using the mock federal returns will require you to print and file your state return by mail. See this TurboTax help article for more information.

Label and use the mock MFS federal return to prepare their state MFS return and include it with the separate state return.

See this Virginia webpage for more information about filing status and residency requirements.
