I live in Ohio but work in KY. I had city and county taxes taken out, do I get those back at all and do I need to file a form for them?

It depends.  There are also jurisdictions that collect local income taxes in Kentucky (KY).  You would have to contact the locality where you work to find out if there is any possible refund or form to stop withholding.

Ohio (OH) may accept the payment to KY as though it was paid to your OH locality if you have tax where you live. Check with your OH locality to see if they will acknowledge your payment to KY.
