Requested preparation cost be taken from refund amount which it was BUT also taken from my credit card.

Double charge.

Sorry---you are misunderstanding something. Your TurboTax fees can never be paid from a state refund. And your federal tax due can never be paid from a state refund.

If you think you are being double charged somehow, you will need to talk with customer support.
