Detroit non-resident Strike Pay

I am a Detroit non-resident employee and received strike pay from the UAW based in Detroit. However, my strike assignment was not located in Detroit. Is the strike pay considered to have been earned in Detroit?

Per the following from the City of Detroit instructions to their individual income tax return, only wages earned while working in the city would be taxable there:

 

 

Strike benefits were not specifically mentioned, but one would assume they are not taxable in Detroit since they are associated with wages earned outside of the city in your case.
