Do i have to make estimated tax payment for CA?

I am using TurboTax for my 2022 federal and state returns. I was a CA resident and then became an NJ resident, and have no plan to return to CA. I currently work in NY. After I file the federal and CA state returns, it generates 

California Estimated Payment Vouchers for 2023 automatically, with three about 400 payments.

 

However, I have no intention to return to California in 2023 and do not have income from CA. In this case, I should not pay any state tax to CA. But why does Turbotax generate those vouchers and should I pay for them? Are there any penalties if I do not pay?

TurboTax generates estimated tax payment vouchers if you are self-employed or there was not enough withholding from your income. You do not have to make these payments, TurboTax calculated the estimated tax payments based on your information. Since you indicated that you will not have income in CA you do not have to make the estimated payments. If you are a non-resident of CA with no CA income you will not incur penalties.
