Do I need a NYC form 1127 if I work for the New York Public Library but live in Westchester?

Yes, you would need to file a NYC 1127. 

Any New York City employees who were a nonresident of the City (the five NYC boroughs) during any part of a particular tax year must file an 1127 return. 

You are considered a NYC employee if you are employed in a New York City Government agencies such as NYPD, FDNY, Department of Finance, Department of Sanitation, etc..
