Do I need direct deposit info if I owe IRS /CA State taxes from previous year? Can I just file they will keep my refund?

No, you don't need direct deposit information.  However, there's no option that your return will be offset, either.  The best solution is to say you want your refund as a check mailed to you.  The IRS and California will offset the refund anyways, and you will be informed in the mail that they have done so.
