Do I need file taxes for both states, OH and CA?

I was a student and graduated in Dec 2017, and stayed in OHIO for the first three months of 2018, and then moved to CA. I was looking for jobs and had no income in OH. After moving to CA, I started to work. I think I need to file CA taxes return as a Part Year Resident, is this correct? Do I need to file OH taxes return of 2018 (I have no income in OH in 2018)?

Technically you need to file an Ohio part year resident return, if you had more than $13,200 total (not just in OH), for the year.

But you will owe no OH tax, so you can probably get away with not filing.

Thanks. Do I need to attach a federal tax return file to the OH tax return if I choose to mail the return?
