Do I need to File a New York State Return?

I moved out of New York and started a job in Ohio in mid-January 2023.  I didn't have a job prior to that and made no income while living in NY.  Even though my employer withheld and paid OH taxes, my W2 still shows my parent's address in NY. Turbotax is saying I have to file a NYS return.  Is that correct?

No.   If you earned no income in New York, then you do not pay NY state income tax.  You should be using your current Ohio address on your tax return.  That is what you should have entered into the software in MY INFO.  When it asked if you made money in any other state you should have said NO.   Get your parents' address off your tax return and put in your own mailing address.
