Do I need to file a state tax return for a state I live in but did not work in?

I worked in CT until October 2019. I moved to Georgia in November 2019. But I did not work in Georgia for the remainder of 2019. Do I still need to file a state tax return for Georgia?

Page 9 of the 2019 Georgia Tax Instruction Booklet says:

 

Part-year Residents

If you are a legal resident of Georgia for only a portion of the tax year and are required to file a Federal income tax return, you are required to file a Georgia income tax return.
