Do I need to file amend CA state tax when I amend Fed tax ?

My son filed a fed amend return because he forgot to file form 8962 (Obamacare PTC). This does not affect the state (California) tax at all. But does he still need to amend the CA tax just because the fed tax report is part of the CA report?

    If there is no change in your California tax liability you don’t have to amend that return.

    Thank you, @Bsch4477 .  I feel more confident.

    Can I also hear from someone from the Turbo Tax team ? The instructions in the generated tax report are telling me to mail a part of the CA part (which includes federal forms). Is it there just for the formality and can I disregard these instructions practically in my case ?
