Do I need to file an Illinois state tax return if I only made $137 in that state, but I lived in California all year? The money is split between a W-2 and 1099.

No, you wouldn't have to file an IL tax return for an amount that low unless you were a legal resident of Illinois who happened to be in California for all of 2017 and had sufficient income from that state to require a federal return..
