If you are a resident of Illinois, you are required to file an Illinois tax return if you were required to file a federal income tax return or your Illinois base income nis greater than your exemption allowance.

Michigan and Illinois are reciprocal states, so you can report and pay tax in Illinois for the income you earned in Michigan (depending on your state withholding).
