Do I need to file my NY state taxes?

I am currently a full-time student in NY, working part-time. My parents claim me as a dependent. In 2016, I made below the standard deduction amount of $6,300. While I believe I am thus not required to file my federal taxes, I was going to in order to get a refund on the federal income tax I paid over the year. Do I need to file my state tax return as well if I do this, or am I able to file just my federal tax return?

It depends.  New York's filing requirements are different than the Federal.  If you are a New York resident, you are required to file if you are claimed as a dependent and have at least $3,100 of adjusted income by New York's standards.  Here is a NY website that has more information:  https://www.tax.ny.gov/pit/file/residents.htm.

Even if you are not required to file a New York return, you may choose to do so, especially if you are entitled to a refund.  You may qualify to use the Freedom Edition of TurboTax to file your Federal and State for Free.  Here is more information in this FAQ:  https://ttlc.intuit.com/replies/3301359
