Do I really need to file a Virginia return?

My child (under age 16) is filing their own taxes, with no wage income. 

 

TurboTax instructs me to file a Virginia return, however there is $0 due and $0 refund.  The VA Form 760 instructions seem to indicate that I don't need to file so long as the VA AGI is below $11,950.

 

Bottom line: which is correct!? TurboTax, which tells me to file a VA return? Or the VA Form 760 instructions, which state I only need to file if VA AGI is above $11,950?

    No. You do not need to file a Virginia (VA) return for your child. 

     

    You are not required to file if you don't owe any taxes and will not receive a refund. However, we periodically review and update our records to make sure that we have the correct return information on file. As a result, even if you didn't need to file a return for a given year, we may send you a letter later asking you to verify your Virginia adjusted gross income.
