I believe Virginia/MD/DC metro have an unique arrangement. Do I have to select "I earned money in another state" for jobs that are headquartered in MD or DC but I live in VA?

It depends on whether you had any withholding in DC or MD. If not, select no because they have a reciprocal agreement.

  • Virginia has a reciprocal agreement with District of Columbia, Kentucky, Maryland, Pennsylvania and West Virginia if the only source of income is from wages and salaries in those states.

If you did have withholding in one of those states you will need to complete that state to receive a refund.  Wages will be taxable to only Virginia.
