Do you send the federal tax return with the state tax return in California? Also, does California have the same mailing address as the IRS?

No.  The mailing address for a federal tax return and a  state tax return are completely different.

If Turbo Tax printed out 2 copies of the federal (one is behind California) then CA wants a copy of federal 1040 included.  It should say where and what to mail on each coversheet instructions.
