Question

e-File State Without Federal e-File

Our return includes foster children which causes it to be rejected for e-file due to SS number suspicion, so we paper filed our federal return as we did last year.  I tried to e-file the state, and discovered TurboTax will no longer e-file a state without a federal e-file.  But our state return (GA) for our tax situation includes a form that MUST be ONLY e-filed!  Is there a work-around to e-file my state return only?"

It is a very unfortunate situation and there is no workaround for that. Normally, the state would have the capability of e-filing a return on the state's website. Georgia only refers one to a vendor and you would have the same issue with other vendors.

My suggestion is to call the GA Department of Revenue and have them suggest a solution to your situation. Looks like the number is 877-423-6711.
