Early in 2019 I moved from California to Washington, D.C. Which mailing address should I use on my 2018 form?

Use your DC mailing address. You need to have that address as current for any potential correspondence. However, make sure you answer all the questions correctly that you were not a DC resident for any period during 2018. This way, the program won't think you will need two state returns.
